Spain; Government approves €2 Billion budget for C-295 MPAs, Laser Pods and More

The Spanish Cabinet on Tuesday September 12, 2023 approved the following selected purchases for the armed forces:

Contract for the Acquisition of an Air Surveillance System

The Council of Ministers has authorized the conclusion of the contract for the procurement of a multi-sensor surveillance aerial system to replace maritime patrol (MPA) and maritime surveillance aircraft (VIGMA).

With the processing of this file, which involves the acquisition of 16 aircraft, we will proceed to recover the military capabilities necessary to meet NATO’s objectives for Spain, and to continue guaranteeing the national commitments acquired within the Alliance.

The estimated value of the contract is €2,034,000,000.

Framework Agreement for the Acquisition of Laser Designer Pod

The Council of Ministers has authorized the conclusion of the framework agreement for the acquisition of laser designator pods for air combat systems.

In air-to-air missions, the pods increase the combat effectiveness of these weapon systems, improving the capacity for detection, identification and passive tracking of traces, day or night, both in air police missions and in operations.

The use of precision laser-guided munitions and even GPS requires that the targets be illuminated by these pods.

With this framework agreement, it is possible to maintain an adequate confrontation capacity in future scenarios, in order to provide the Air and Space Force with the necessary military capabilities, in terms of quality and quantity, to contribute to effective deterrence, as well as how to guarantee air defense and superiority in different national or international scenarios. Likewise, it contributes to the achievement of greater organic support capacities, which allows reducing repair times and costs.

This framework agreement, with an estimated value of €207,414,102, will be valid until December 31, 2027.

Contract for Trajectory-Correcting Fuze for Artillery Projectile

The Council of Ministers has authorized the execution of the contract for the development, integration and qualification of a trajectory-correction fuze for a 155mm extended-range projectile.

The Armed Forces need an efficient means to be used on occasions when ammunition dispersion must be reduced, in order to reduce collateral damage.

When using extended-range ammunition, there is an increase in dispersion that limits its use when there are own troops nearby, collateral damage is unavoidable or the objectives to be defeated are within reduced dimensions.

The increase in range and precision seeks the superiority of indirect fire means to allow Force 2035 to become a Force of Advantage and supports the evolution of the military capabilities included in the Joint Force Objective (OFC).

This contract, for an amount of €16,770,709.08, will be valid until October 31, 2027.

Modification of the Framework Agreement for the Acquisition of Military Trucks

The Council of Ministers has authorized a 30% modification of the amount of the framework agreement for the acquisition of military all-terrain trucks for the Army, as a result of unexpected circumstances that were unforeseeable at the time the tender for the framework agreement took place, a situation that occurred with the war in Ukraine and with the support of military material that is being sent from Spain.

The units of the Army, the Navy and the Air Force have a large fleet of all-terrain military trucks of 4, 10 and 15 Tm, necessary for logistical support in the national territory and in the different overseas operations in which they participate. allowing the adequate transportation of fuel and ammunition, supporting vehicle maintenance and recovery tasks, transporting personnel in exercises and operations, etc.

The modification framework agreement has the purpose of guaranteeing the operational capacity of the Force Units deployed in the different Operations in progress, guaranteeing the level of coverage that ensures the operation of the logistics chain and making available to the FAS Units the necessary material resources for logistical support for its adequate coverage, sustainment, life and operation.

The amount of the modification is €27,151,456.20.
