The JLTV’s FMS, approved on March 14, 2023, has an estimated value of $104.0 million and includes not only the recently delivered JLTVs but also an additional 95 units in the M1278A1 Heavy Gun Carrier configuration. The amendment to the original FMS case, initially valued at $43.73 million, brings the total to 129 M1278A1 Heavy Gun Carrier Joint Light Tactical Vehicles.

The Oshkosh Defense M1278A1 Heavy Gun Carrier (HGC) represents a critical component of this FMS package. Developed as a variant of the JLTV, the M1278A1 HGC brings an array of capabilities to the Romanian military. Designed to replace the aging Humvee fleet, the JLTV program initiated by the US Department of Defense aims to provide modern and capable vehicles to military forces.

The M1278A1 HGC is equipped with a fully integrated weapon system, housing either a .50 caliber M2 machine gun or a 40mm Mk 19 automatic grenade launcher on a Common Remote Operating Weapon System (CROWS) platform. With a crew of two comprising a driver and a gunner, the vehicle can carry up to 1,000 rounds of ammunition. Its design, with a Gross Vehicle Weight Rating (GVWR) of 22,300 pounds, is powered by a 6.6L V8 turbocharged diesel engine, delivering 350 horsepower and 660 lb-ft of torque.
